Mr Kemp han passed ith honcurs all his examinations for the Bar, and is only waiting the c-crtunity to keep a few more terug in London to be called. He has acted both as First and as Second Police Maglatouto on various occasions; Las been Deputy Registrar of the Supreme Court since 1908; has acted for a considerable time as Regis- trar and has been acting as First Magistrate since April last. He has given great satisfaction in all the posts that he has hold.
Mr Hazeland is a Barrister, His long service has been entirely in the logul Departments. Hewas appointed Second Police Magistrate in 1901 in pre- ference to Mr J,H,Acap who was not considered qua- lifiod at the time, and has acted for long perioda 23 First Mugistrate. He has given ontire su- tisfaction.
When the post of First Police Magistrate wus last vacant, Kr Genport i was appointed over Mr Hazeland's head. He had at the time been culled to the Bar.
Mr Irving and Ur Hallifax being qualified have in my view preferentiel claims over r Hazeland for the post of First Magistrate. Of the two I consider that Mr Haliifar is the best qualified for this legal appointment. This is a fiting paper
on which to mention that Mr Geth inforas e thut he is advised to take vacation leave this summer, and that he proncses to retire on the expirationcf the leave.
For the post of Registrar I feel confident that no better selection could be made thun Mr J. H.Kemp.

B.A.I. > Whichever candidato Your Excelency decides to recommend for First Magistrate, the fact should be emphasised that in this Colony it is absolutely essential that the agistestos should have a good knowledge of Cantonese. The Crown Solicitor has expressed the opinion hat such knowledge is more essential thun a knowledge of law. Posterint.
Moreover the former would be thrown avay in a post like that of Assistant District Officer, (Taipe) which can be well filled by any avoruge Jud.t.
